Is this a soil/water drench or a foliage spray?

on the back it says you can do both i have tried both drench one plant and sprayed my other ones it seems to work a lil bit i might have made it a bit weak or so because i used this with cal/mag and i got some burn or spots on some plants so i would use it by it self from now on and i will keep you posted .
