Pennsylvania outlawed all additives that are not from the plant itself to keep medical patients safe. All states should do this in my opinion.

How long it takes a plant to do something is 100% plant dependent. Long flowering plants have a slower metabolism that will take longer.

Ensure you arent over/under warering. If you say your ph in the soil is 7 thats perfectly fine. Dont go throwing all kinds of this and that trying to remedy the issue.
