You can prune if you like, I think 3 weeks is when many do it in flower. I used to prune more but prune less now. Try not to take off over 30% I think in one shot to not stress it out too much.

To your first ? Yes you can and should! not just for the light but just as important if not more so to maintain sufficent air movement throughout the cannopy.
