I keep my driver outside the tent (I have trouble keeping the tent cool). In cooler climes you may need the driver inside the tent to intentionally add heat. The LEDs themselves just get a general circulation fan and that tends to keep them cool enough running at 80%.
So really the best answer is you need to take an assessment of your tent temperatures (and your relative humidity, which together form your “VPD” (been discussed plenty in other posts)) and then let your VPD determine if you need to add heat (keep it in the tent) or reduce it (outside the tent).
The drivers for today’s LEDs rarely get warm enough to need their own cooling. I’m running a 680W driver at 80% and it’s “just warm to the touch” without any air circulation at all.
