I suppose some can depending on how long they veg. In my experience pollen sacs typically don’t show until flower. Although I have seen early signs occasionally.

Also grow them out and make sure you are seeing seeds. Regardless you will still get some good herb hopefully.

I’m curious to know if you are just seeing it in this strain? And are you growing the same plant over and over? If so, then it’s most likely genetics. If not the case my suggestion would be run down the checklist. Double check for light leaks, check your timer make sure it’s not faulty, go over your environmental controls, temp or humidity…
